Opportunity Alert – USACE Renovate & Repair

Department of the Army, U.S. Army Corps of Engineers (USACE), Renovate and Repair Special Operations Forces Compound Qatar.

USACE requires renovation and repair for the Special Operations Compound in Qatar. This would involve comprehensive repair and renovation activities to upgrade the compound facilities. USACE needs a contractor to execute construction and architectural engineering tasks to meet the project requirements, emphasizing restoration and improving the operational capabilities of the compound. This $500M Full and Open/Unrestricted opportunity is set for release in August 2028, with a projected award in February 2029.

Four to Follow

  1. US Space Force (USSF), Ordering Activation and Helpdesk (OAH IDIQ). In accordance with the latest CSO Forecast for FY26-FY27released in May 2026, the RFI for this opportunity is set for release in September 2026. This effort involves providing Iridium-certified equipment and products, provision support, and 24x7x365 dedicated help desk support to all authorized EMSS customers. Work includes integration with existing ordering systems, TSO management, warranty support, inventory management, and provisioning activities for EMSS capabilities. The final RFP for this $180M IDIQ is estimated for release in November 2026 with an award for February 2027. The competition type is currently unknown.
  2. National Aeronautics and Space Administration (NASA), Project Engineering Manufacturing and Science Services (PMSS). NASA Ames Research Center requires a contractor to provide innovative engineering, science, operations, project management, manufacturing, and fabrication support. This contract support a broad range of efforts including biosciences flight development projects and collaborative science programs such as astrobiology, spaceflight projects, ground-based systems, facilities, and mission operations. This SB Set-Aside IDIQ includes key upcoming milestones such as the Draft RFP and Industry, both set for September 2026, with the final RFP in October 2026 and award in December 2026. The contract value has yet to be determined.
  3. Defense Information Systems Agency (DISA), Enhanced Mobile Satellite Services Equipment Provisioning and Customer Care. The Department of War requires a contractor to provide provisioning, invoicing, record management, and customer care services for DoD and Federal, State, and Local Government users accessing the Iridium satellite constellation through the EMSS DoD gateway. Services include Telephony (Voice), Circuit Switched Data/RUDICS, Short Burst Data (SBD), Distributed Tactical Communication System (DTCS), Paging, Global Data Broadcast (GDB), and enhancements or evolutions of these services. The final RFP for this $181M Full and Open/Unrestricted IDIQ is set for release in September 2026 with an award in February 2027.
  4. US Space Force (USSF), Cobra Dane Radar Operations Maintenance and Sustainment Services (CD OMS). USSF requires a qualified contractor to provide non-personal services to manage, operate, maintain, and sustain the radar system 24/7, supporting national radar missions including Missile Defense and Space Domain Awareness. Services include on-site operations, organizational and depot level maintenance, troubleshooting, travel and transportation support, quality control, integrated systems engineering, cybersecurity, data management, training, and equipment procurement. This $511M opportunity is set for release in October 2026 with an award in May 2027. The contract type and competition type are currently unknown.

Multi-Supplier Integrator (MSI): Capture Methodology

In a Multi-Supplier Integrator (MSI) construct—often deployed in Service Integration and Management (SIAM) operating models—the buyer relies on an integrator to coordinate, manage, and deliver end-to-end services across a ecosystem of disparate third-party vendors. In this environment, Capture Management shifts from simply selling a standalone product or service to positioning your organization as the strategic orchestrator, a best-in-class service provider, or an essential ecosystem partner.

Strategic Positioning & Value Proposition:

  • Defining Role Alignment:Capture must clearly position whether the firm is bidding as the Integrator(managing cross-functional governance, tooling, and SLAs) or as a Specialized Service Provider(delivering functional capabilities under the integrator’s framework).
  • Articulating Governance Expertise: In an MSI model, buyers care deeply about friction-free operations. Capture emphasizes cross-vendor governance frameworks, unified IT Service Management (ITSM) integration, and transparent data-sharing protocols.
  • Building a “One Team” Narrative: Capture shapes a win theme centered on seamless collaboration, demonstrating how your organization eliminates hand-off friction, vendor finger-pointing, and operational silos.

Ecosystem & Teaming Strategy

  • Pre-Bid Partner Coalitions: Capture evaluates, selects, and aligns key sub-tier vendors or co-suppliers early to present a unified ecosystem rather than a loosely assembled group of subcontractors.
  • Interface & Service Level Alignment: Ensures all partners agree on shared Service Level Agreements (SLAs), Operational Level Agreements (OLAs), and Key Performance Indicators (KPIs) prior to proposal submission.
  • Managing Sub-Tier Conflicts: Mitigates competitive friction among overlapping suppliers within the proposed MSI stack, ensuring clear swim lanes and aligned commercial incentives.

Requirements Shaping & Commercial Structuring

  • Influencing the Operating Model: Capture engages stakeholders early to help shape the RFP’s governance structures, service desk boundaries, and integration platform standards (e.g., ServiceNow integration frameworks).
  • Designing Performance-Based Pricing: Aligns pricing models with cross-supplier outcomes—such as shared risk/reward structures, multi-vendor performance pools, or outcome-based milestone payments—rather than traditional cost-plus or simple time-and-materials setups.
  • Ensuring CLIN/SKU Interoperability:Structures contract line items to accommodate cross-vendor billing models, joint tool licenses, and shared infrastructure costs.

PTW Starts With Your Competitors, Not Your Spreadsheet

Price-to-Win is an ever evolving competitive intelligence exercise that produces a price.

A mature PTW effort has many moving parts; cost modeling, wrap rate analyses, customer budget research, evaluation criteria mapping, and management reserve decisions. Most of these are inward-facing. They tell you what you can afford to bid. Only one input tells you what you need to bid: a clear-eyed read of who you’re bidding against and how they behave: Competitors.

Competitors are not abstractions. They are organizations with habits. Some consistently discount recompetes to protect an incumbent base. Some price at a premium and defend it with past performance. Some bid lean, automation-heavy staffing models; others load senior labor categories to signal quality. These patterns are remarkably stable across pursuits, and they are largely knowable; through award data, public contract values, schedule rates, hiring activity, protest decisions, and disciplined debrief analysis.

This matters because price is downstream of solution. If a competitor routinely proposes a thin, tool-enabled staffing approach at aggressive indirect rates, matching their number without matching their approach doesn’t win the bid, it donates your margin. Understanding their behavior lets you anticipate the shape of their offer, then decide deliberately whether to underbid it, out-solution it, or reframe the requirement so the comparison changes entirely.

That decision is the real output of PTW. The number is just how the decision gets expressed.

Customer budget and evaluation methodology still matter — they define the boundaries of the trade space. But boundaries aren’t targets. Competitors set the target.

The practical implication is uncomfortable: competitor intelligence can’t be a two-week sprint before submission. It has to be a standing capability built between pursuits, so that when the RFP drops, you’re refining a hypothesis rather than scrambling to form one.

In closing, if you analyze your competitors publicly available data well enough, the winning price stops being a guess and becomes a conclusion.
