Approximate bid size (# pages): BOE was 31 Pages. Technical volume was 27 pages and cost volume which included the BOE was not page limited.

Overview:

The bid SOW covers Training and training support services for intelligence gathering methods (SIGINT, HUMINT, etc.) at Army bases around the world.

This was an updated bid based on an amendment and new start date. BOE was based on the updated staffing model which used analogous estimating technique.

The consultant selected a client BOE template which best fit the RFP scope from a wide range of client formats used on other bids. With minimal knowledge of the intel training services in the scope of work he was able to work with the technical lead to identify the approach and structure for the BOE and populate the template with information from the RFP (tasks, SLAs and constraints), technical solution (org chart, staffing model, approach, tools) and staffing matrix (job codes and hours) to provide the background material for each subtask to describe the analogous estimating approach used (based on previous performance) to staff and cost the work. The template described the analogous estimating approach used for each CLIN to staff the subtask/CLIN.

This was a new requirement that was not included in the original bid so the approach we developed provided a defendable estimate that met the requirement with minimal effort from the technical lead or proposal manager and at minimal incremental cost.

The client was delighted and sent a thank you to our consultant for his contribution and hard work.

This is another example of using the PMI PMBOK guidelines for project estimating. To create a defendable project staffing model and cost the government wants to see proposals that follow these proven techniques while taking into account the scope, SLAs and constraints of the work.
